Emergenza Covid-19: L’appello di Strade al governo

Aggiornamento del 14 giugno. Il decreto del MiBACT datato 30 aprile 2020 e pubblicato in Gazzetta Ufficiale il 3 giugno menziona all’art. 2 un fondo di 6.758.000 euro indirizzato agli Autori della cui erogazione si occuperà la SIAE. Alla luce delle FAQ recentemente pubblicate da SIAE, Strade invita i colleghi in possesso dei requisiti a presentare domanda nonché a comunicarne l’esito ai nostri servizi di consulenza. Il sostegno in discorso proviene dal fondo come da art. 90 del DL Cura Italia, che il decreto attuativo ministeriale descrive in dettaglio prevedendone le modalità di ripartizione. La decisione del ministero si richiama anche a un parere della Commissione Cultura della Camera emesso in fase di conversione del Cura Italia. L’art. 3, Risorse destinate agli autori, traccia l’identikit dei beneficiari: reddito complessivo lordo per l’anno 2018 (dichiarazione 2019) non superiore ai 20.000 euro, proventi da diritto d’autore pari ad almeno il 20% e comunque non inferiori a 1000 euro. Ai beneficiari, la SIAE verserà un contributo pari al 50% del reddito autorale del 2018, importo che non può superare i 3000 euro. Qualora le domande eccedessero la capienza, SIAE ripartirà secondo criteri più restrittivi. L’iscrizione a una collecting society (come SIAE) non è obbligatoria. C’è tempo fino al 3 luglio per inoltrare domanda. Qui la pagina della SIAE con tutta la modulistica.

Strade ha fissato due obiettivi con la campagna “Il Cura Italia non dimentichi la cultura”: nell’immediato, l’estensione del bonus per gli autonomi a chi lavora prevalentemente in regime di diritto d’autore e non ha percepito altri aiuti statali nel quadro dell’emergenza; sul medio periodo, la creazione di un fondo per l’editoria che prenda in considerazione anche chi opera all’esterno delle case editrici. Fondo che dovrebbe diventare strutturale. Limitatamente al primo obiettivo, il nuovo decreto Rilancio conferma i contenuti dei dispositivi di legge precedenti, che non riconoscono alle traduttrici editoriali lo status di contribuenti e di figure fragili del mercato del lavoro. All’art. 183, secondo comma, si è materializzato un “fondo emergenze imprese e istituzioni culturali” con una dotazione di 210 milioni, destinato anche al sostegno “dell’intera filiera dell’editoria” e aperto, come da art. 184, a contributi da parte di soggetti privati. Strade auspica una ripartizione equa e capillare di questa risorsa e ha chiesto che una parte sia destinata alla creazione di un fondo per la traduzione editoriale verso l’italiano.

In questo quadro Strade ritiene indubbiamente positivo l’OdG presentato da alcuni parlamentati, tra cui gli on. Fusacchia e Nardelli, nella fase di conversione del decreto Liquidità. Il testo cita espressamente la filiera libraria, la traduzione editoriale e le nostre istanze. Altrettanto positiva la risoluzione unitaria della Commissione Cultura della Camera, il primo testo parlamentare a richiedere espressamente un sostegno per le lavoratrici e i lavoratori in regime di diritto d’autore.

Come siamo arrivati fin qui?

Il 31 marzo 2020 Strade ha diramato un comunicato congiunto chiedendo al governo Conte II di includere le lavoratrici e i lavoratori in regime di diritto d’autore tra le figure tutelate dal decreto Cura Italia. Il 7 aprile il documento è stato rilanciato mettendo in particolare risalto l’urgenza di un fondo per l’editoria. Questa istanza, tra gli obiettivi di Strade limitatamente alla traduzione editoriale, viene ora presentata anche dalle associazioni di editori Adei e Aie. Il 9 aprile la nuova formulazione del testo ha trovato spazio sulla piattaforma openpetition.eu, anche in inglese (tradotta da Johanna Bishop).

Il 15 aprile è stato diffuso un comunicato che fa il punto sulla petizione, sulle istanze avanzate e sulla riapertura delle librerie. La raccolta firme è terminata all’indomani della conversione del decreto, assestandosi a 3282 voci favorevoli al sostegno fattivo della cultura.

The translation of thousands of works of literature has been abandoned. There is, therefore, not even the remotest possibility of artists generating their own income. In the interests of justice, fairness and equality, artists should be deemed eligible for any financial support that is put in place for the rest of our citizens.

I traduttori sono le persone più importanti che esistano, per la cultura, perché tengono insieme il mondo e lo mediano a tutti! Bambini, adulti e anziani! Un paese con molte traduzioni è un paese ricco! Tradurre è un lavoro difficile e ingrato e molto spesso sottopagato. Prego i responsabili di non lasciarli senza il sostegno di cui hanno bisogno per poter portare avanti il loro importantissimo compito. Voglio addirittura arrivare a dire: date IN PRIMO LUOGO ai traduttori sostegno per ciò che fanno. Sono INSOSTITUIBILI!
